Starting 1 November 2025, Australia’s aged care system is set to undergo a major transformation. The Australian Government will replace the existing Home Care Packages with the new Support at Home Program.

This change is designed to make home help and home care help for elderly Australians more flexible, accessible, and easier to manage.

If you or your loved one currently receive care at home, here’s what you need to know:

1. What’s Changing in Home Care?

  • More funding levels: Eight levels instead of four for more tailored care.
  • Faster access to services: Interim funding reduces waiting times.
  • Simplified funding categories: Clinical Care, Independence Support, Everyday Living.
  • Extra funding for home safety: Up to $15,000 for Assistive Technology and Home Modifications.

These updates mean Australians will have greater access to quality home help for elderly clients, helping them maintain their independence for longer.

2. What If You Already Have a Home Care Package?

If you’re currently receiving a Home Care Package, you’ll automatically transition on 1 November 2025 to a funding level that matches your needs. No new assessments are required unless your circumstances change.

This ensures continuity of care without disruption for families relying on home care help for elderly relatives.

3. How Will Assessments and Budgets Work?

  • Since 1 July 2024, eligibility is assessed under a Single Assessment System using the Integrated Assessment Tool (IAT).
  • Quarterly budgets replace annual allocations, making expenses easier to manage.
  • Unused funds roll over to the next quarter (capped at $1,000 or 10%).

4. Increased Funding for Better Care

The highest funding level rises to $78,000 per year (up from ~$61,400), allowing more comprehensive care for elderly Australians needing higher support.

5. New Short-Term Care Options

  • Restorative Care: 6–12 weeks of support after illness or hospitalisation.
  • End-of-Life Care: Up to 12 weeks of compassionate home-based care.
